JOB DESCRIPTION:

These exciting roles will provide strategic direction, leadership, influence and guidance to the organisation on how to best deliver value from TfL’s multi-million pound operating expenditure contracts (OPEX) and also a range of capital expenditure (CAPEX) focussed contracts. These are critical roles in the P&SC senior leadership team so we can deliver on our ambition of delivering a planning-led and performance driven function, delivering outstanding value in everything that we do for TfL.

The Supply Chain Directors will be accountable for developing and delivering an effective business partnering service that interfaces with business unit Managing Directors (MDs) to provide strategic commercial leadership. The leaders for this function is expected to be able to demonstrate commensurate experience on the business, political and commercial priorities and have a proven ability to influence and constructively challenge with the objective of enabling TfL to leverage all opportunities and drive maximum value from the supply chain.

The roles will require working alongside various high-profile stakeholders and customers, including senior colleagues across TfL, City Hall, Government, and numerous external stakeholders including suppliers. To be an effective leadership peer in defining strategic direction and delivery ownership, the roles requires a successful track record of operating at a senior executive level with a grasp of balancing strategic objectives whilst delivering optimal commercial outcomes.

The Directors will need to combine overall leadership, vision and effective execution of a comprehensive and varied portfolio. They will need the gravitas, experience and strong track record to deliver this in a highly visible and complex stakeholder and financial climate, building alliances and establishing themselves a key strategic partner across the organisation.

You will need to be able to demonstrate proven leadership and experience in building and managing large-scale high performing teams combined with a track record of driving and delivering significant cost savings in mature and complex organisations. This should include previous experience of developing planning-led and performance driven teams with demonstrable sustainable outcomes, significantly improved performance measures, continuous improvement changes and innovation. The Director roles will need to model the highest standards of performance at all times and champion a diverse and inclusive working culture in which everyone, no matter what their role or aspiration, can be managed to achieve their best. This requirement is in line with the Mayor’s Transport Strategy which calls for TfL to reflect the city which it serves. The role maximises the Diversity and Inclusion impacts of our wider role within London including through our supply chain, delivery partners and stakeholders.

JOB REQUIREMENTS:

We need exceptional individuals with extensive experience in leading large Procurement & Supply chain organisations through change and transformation and building and delivering planning-led high-performance teams. You will need to have experience of working in large complex organisations and be able to demonstrate leadership across a range of categories, services, goods and project delivery contracts, ranging from heavy overhaul, construction works and broad areas of materials supply. You are expected to have a broad experience of unlocking significant value from supply chain organisations and specifically demonstrate their ability to build, transform and deliver performance driven Procurement organisations in mature, complex businesses.

You should be able to demonstrate how they have taken an organisation on transformational change, the benefits delivered and how these achievements have been made relevant to the business objectives and communicated across senior executive and board member community. In support of this, you will need to be able to demonstrate their expertise across multiple categories, where they have introduced category strategies, the outcomes and benefits and what effective procurement ‘looks and feels like’ to key stakeholders. You should also be able to demonstrate a command of effective, people and cultural change leadership and commercial and stakeholder influence management experience at a senior level across both public and private sector organisations. You should also be able to demonstrate where they have effectively introduced new systems and processes in support of a transformation programme and the sustainable benefits that these have delivered for various organisations.

  • You will be a committed experienced individual with leading edge knowledge and expertise across broad supply chain organisations and a track record of significant savings and value delivery
  • An ambitious, results driven individual, resilient, who can bring people on the journey through various communication methods
  • Adaptable and able to deal with ambiguity, confident in applying your expertise to reassure and influence stakeholders at differing levels from executive level to operational
  • Proven track record of leading senior multi-disciplinary teams and procurement and supply chain organisations of comparable size, complexity and budget
  • Broad experience in influencing, leading and managing complex strategic relationships at Board Level and with external stakeholders including suppliers
  • Ability to demonstrate value identification, delivery and sustainable outcomes in a complex, legislated environment
  • Extensive experience in providing inspirational functional leadership, sound governance and financial stewardship consistently driving high levels of performance, customer service, revenue growth and demonstrable value for money
  • Demonstrable experience of successfully transforming procurement commercial organisations and driving cultural and behavioural change across people, process and systems whilst taking customers on the change journey, including those resistant to change
  • Relevant and up-to-date awareness of EU and UK legislation and regulation pertaining to commercial activity, including any relevant professional qualifications or memberships
  • Experience in deploying and implementing new systems and processes in support of a transformation programme
